I mailed that Edwin guy.

My best guess is that he intended to do so. He wouldn't have publicly supported it if he didn't intend to participate.

Then why did he NOT disclose a reason for not participating, and explained what happened... even in general terms?

ASKING FOR THE SHARE COUNT IS FOR FREE, if done by the company itself, and on a weekly basis for instance.
