No, but any reasonable person reading the long list of PR quotes made by the CEO can see there were promises made. Including specific quote that " if loyal SH buy SNEY up to .01, that mystery Liberian Buyers would step in and keep the share price going up"pp .

That is about as smoking of an sec violation as it gets, so " false expectations" are perhaps lower down on the rung of worries.
