E-Trade will allow you to do a naked sale of STBVD right now. However, they will require you to allow them freeze $2-3 of liquid assets in your trading account for each share which you wish to sell naked. Once the post-split shares appear in your account, your frozen assets will be unfrozen.

So, if you spent $100 to buy one million shares at $0.0001, you only two or three million dollars in your trading account which you don't mind E-Trade freezing until your new post-split shares in your account.
