That was my understanding as well - Design freeze is all but done. I had hoped there would be a little bit of "fanfare" with this stage of the process, if only to get investors to lick their chops. Since there isn't any official announcement, it supports the theory that mgt isnt worried about financing - for whatever reason, they are quite confident and don't feel the need to "toot their own horn."
