The SEC suspended 8 companies just this morning for delinquent filings. They absolutely do enforce it. And, experience says that delinquent companies that are subject to stock promotions get quick attention from the Commission. They have made it very clear that delinquent filings means investors do not have the required tools necessary to make an informed investment decision, which means the stock promotions are fooling investors. That tends to lead to other kinds of suspensions. The sudden and terminal kind.

And it is not just the SEC to consider here. The vast majority of investors will not touch a non-SEC registrant or a delinquent registrant. A delinquent registrant demonstrates that management cannot follow even the most basic regulations and business requirements. If they can't file an 8-K/10-K/10-Q, they probably can't do anything else right, either.
