When an important news, like an FDA approval/denial, hits the market during the trading hours it is not very uncommon for a stock to
get halted before the normal trading continues at a higher/lower price. I've seen this happen before with pharma stocks with pending FDA news.

Those stocks were not OTC stocks though, so i am not sure if the 'halting' happens with OTC stocks or not as OTC stocks are known to have exponentially high fluctuations anyway.
