xero90- I thought it was pretty clear. If any part of this is unclear ask a specific question and I'll try my best to help you with an answer.

Escaping the Obamacare penalty and getting a nice tax refund are not compatible.

And MANY that are in this category want to get money back -- poors man savings account basically.
Yes many people do that, myself included. It then comes down to individual choice. Pay the penalty and get the refund or don't pay the penalty and have the IRS take the penalty from your refund or don't pay the penalty and make sure there is no refund for the IRS to grab. Choices.
