I don't think anything is broken, necessarily. AMD is just prioritizing schedule over features or performance. They'll get a power reduction for free (or at least they ought to be able to!), so they can position these mainstream skus into the "energy efficient" market without needing a frequency improvement over 90nm parts. Like their 90nm transition, 65nm won't really take off until their H-step parts begin to ramp. The G-step parts are mostly for show and time to market.
