It's a list of accusations made against all who were involved in licensing foreign companies to do mining and oil drilling in Bolivia.
The Communists that took over claim that all such development was "a theft of the countries natural resources."
The communist Bolivian president simply followed Venezuela's president Hugo Chavez's example and nationalized everything.
Now that the country is going down the toilet (like Venezuela,) they are reaching back in time and blaming everything on "those evil capitalist."
Essentially, they are proclaiming "We inherited a mess!" and blaming their failing policies on the previous administration. (Sound familiar?)
As I see it, Carlos - after a successful career in the oil industry - was only there to give back something to his native country and help them develop the mining and oil industries.
Unfortunately, the Communists took over, wrecked the economy, and now need scapegoats to distract the masses from their failure to bring prosperity.
