Remember ECIG when shares were locked up (o/s = the a/s) before the vote to r/s...it went from 5 cents to over 19 cents. Then collapsed

Same premise here...why not run it up Before an r/s or a/s increase or when restricted shares become unrestricted? We have a golden window here...if I am wrong or don't make sense - please correct me.
