As to Brazil, the government actually tried this 20 years ago and failed as the price of unleaded did not justify change to the average Brazilian. When the market (prices) made sense there was something of a foundation but if oil were still 30./bbl they would still be using unleaded.
Americans talk endlessly of national security and enrgy independence but...not today for most of them as long as he easy and cheap way is available. Else, ethanol would be all over and only those with off-road needs would have SUVs. Drivers would slow down and all would adjust AC to a few degrees less cool. You get the idea... As an aside, how many union memebers routinely go to the "evil" Wal-Mart to save a few dollars??
As an aside, why should the $%^&& government force me to buy a new TV when I care not a whit about HD?? Convinced we will be OK but always nervous when power is concentrated in DC where big oil CAN manipulate legislation. Watch ADM set the dogs out if cellulose threatens corn prices for ethanol production.
