OK, Janice Shell pointed out that under the general HALT link the U3 was posted on June 1 and then FINRA posted a T3 resumption of trading this morning.

I had been only looking under the U3 code tab. Finra should have removed OLIC from that tab this morning, but didn't.

So, OLIC is free to trade under T3.
