I think you need to study a little bit. It is not a City. It is an Island in B.C. Canada. It is different from the city, Vancouver

You can also do search by typing Vancouver Island in any search machine such as google. You will find the island. However, PAIM management might have forgotten to mention in which city their office is located in that island but I am not really sure on this one. It may not be necessary to put the city name because the ZIP code will tell but again, I am not sure if PAIM management has forgotten to write the city or the address is correct as it is.
