The PR may have to do with setting the stage for the award, stressing about the PRCI involvement, with a recap of the historical facts, and which also confirms that the contacts with Whelan were positive, otherwise he would not having been named twice ...

I don't know why they released this PR, but I do know Gregg Bigger is not stupid and I guarantee you there is a strategic reason this PR was put out today. Bigger is a strategist, 100%.
