Actually...the Outstanding Shares are much higher. According to the latest 8-K out yesterday, there are 63.8 million shares, plus an additional 20 million being eligible for conversion for the Series A Preferred stock - for a total of 83.8 million. Contrary to your post, that is not "low" for a stock that has 2 employees, a test drone, and no products or revenues.
