Those numbers represent the sizes of the orders. Most L2 (unless you subscribe to a service) are on a 15 minute delay.
I watch a real-time L2 to get an idea of who is selling and I like to watch them play their games.

Some stocks I hold, and some I trade. To trade, a L2 is essential. It's important to know where the buying support is and when a nice exit can be executed.

In XLPI, I'm holding my shares. If I'd like to accumulate more, the L2 will show me where my entry can be to get filled.
