IR is a very strategic job and a good IR firm costs between $10,000 and $30,000 per month - some cost less for just the PR part. Most good ones don't take stock in payment. But a good IR firm is worth its pay!
They return phone calls. They interface with the shareholders so the CEO or company staff never have to. They structure the releases to comply with SEC rules & regs. Their job is to put out information that is satisfying to the shareholders and reveals both the good and the bad of a company.
I don't think there is any grand plan by Matin to out fox the shareholders. I think he is just too much of a tight-wad to hire a good IR firm. So he gets garbage IR.
