Any strong and sudden buying before a big news would be proof that some people benefited from informations other people did not have, which is insider trading and would trigger an investigation. That would not be the case I think if it was a progressive strengthening which would reflect some kind of optimism in the people who are not presently shareholders. Very unlikely. So the only reasonable scenario for me is a buying just on or after the big news.
