I'll take a poke - although I have no contacts at the company, haven't spoken to EcoNavigation or Heddle, and have not been privy to glance at any of the above-mentioned parties' financial net worth statements.

If you don't believe that "Econavigation lacks the capital to proceed with even the simplest of test runs" (as another poster contended) then how, exactly, do you explain the failure to complete the initial Customer #1 test run during the contracted period?

If in fact Eco Navigation is responsible for all costs associated with plant repair, startup, and testing of materials, it would make some sense that they would not bring the processor up to operational state until they had all testing materials in hand, ready to go: it is my understanding that there is a time period involved in bringing the processor up to steady state (days) and also cooling it down (days) in order to remove any residues left from the batches processed that the continuous removal kiln does not capture. At least, that's what I have been led to believe. I can only hazard a guess that PTOI would make sure that the processor is in pristine condition before they process each potential buyer's feedstock, in order to give the buyer as complete a picture as possible as to the performance of the processor with their (and only their) feedstock. That would also make sense to me, although I've never actually operated the processor.

The operation, and maintenance, of the processor, including handling feedstock during that time will require labor (another guess - maybe the sekret katalyst does all this too?), another cost associated with performing the test runs. Starting and stopping the processor without having the next batch of test materials lined up would be the less efficient way to do it ("Uh, we've only got this batch now, so after this go home, but leave your phone on, because if we get another batch we'll need you back") - but again, It is all just a guess.
