That would mean the Board of Directors needs to wait until after RPA finishes their estimate.

That is waiting until after drilling which has to wait for money.

money has to wait for an up list so that they can sell shares.

That has to wait IMO for the CTO to be lifted.

At a minimum we need an up list first

As far as I know they haven't filed for it yet.
