I beg to differ with the projected growth numbers you found for breathalyzer business by 2019. The numbers projected for 2019 is approximately 1.5 billion globally. Question - who did the analysis you found? I have only been able to track a source back to Reportlinker.com?

In contrast Wintergreen Research has two analysis done. One from 2012 (wintergreenresearch.com/reports/breath_analyzer.htm), and recently 2014 (wintergreenresearch.com/index.php?route=product/product&product_id=2049). Both analysis cost a mint to purchase the full report. Why? Usually because their reputation is worth the cost. You get what you pay for.

In a nutshell 3.2 Billion Dollar Breathalyzer Industry is Wintergreen's numbers - not 1.5 Billion. Additionally, Wintergreen is projecting Drug analysis to overtake Alcohol to become 66% of global revenues.
