I asked Solomon for details about fish pellets and other fish feed when the study (which has been disputed by experts since its publication) was first published (January or February this year, IIRC). Here is detailed information from him:

We do not manufacture our stock feed. That will become economically viable when we reach annual production of 30,000 metric tons.

Our current feeding programs are summarized below:

1. For Sleepy Cod and Flower Pattern eels:
• in baby stages, we use red worms
• in second stage of grow-out, we use live baby bait fish that we have contractors grow in open dams (up to 80%) plus fish meal pellets (20%)
• at final grow-out stage in our APM farms; we use almost 95% live baby bait fish & 5% pellets

2. For prawns:
• at baby fingerling stage (anywhere up to 21 days) we use algae (80%) and cultivated water worms (20%)
• after they enter our APM farms, we use mainly algae & up to 20% pellets (containing 42% protein fish meal) for a further 6 weeks grow-out
• during the final grow-out period (between an additional 3 to 5 weeks depending on the species of prawns), we use up to 80% pellets (that contain up to 42% protein fish meal)

We can’t be sure whether the pellets we purchase contain wild catches, but our agent is CP Thailand -- the biggest fishery company in the world, with more than 60% of the market share in China. CP is a top brand for stock feed with a high standard of quality.

Most of SIAF’s fish feed does not endanger wild catch, thus promoting sustainability.

Hope this helps.
