Charleoi, I did not see anywhere where that RB post said that Phil stated that he was needing government approval. The post specifically started off with "I heard that", which makes this a total RUMOR from the get go. None of us here put too much stock in rumors, I hope.
So, let's step back a few more steps here - Much of what you posted about Phil telling us management would be buying shares and not seeing any forms filed yet is correct and verifiable; but, to assign the comment in that rumor automatically to Phil is a bit of a stretch until you get some documentable proof that Phil has made such a statement.
