He was referring to state government leaders who would lead us to believe that they want to legalize medical marijuana for medical reasons but what they really want and need and expect is to collect TAXES on every dime spent in the marijuana industry in their state and the way to do that is to track each plant from seed to sale in the most efficient manner. The difference between a mediocre system and one that covers everything from seed to sale could mean the difference of tens of millions of dollars to state governments.
