Exactly how does filing the document in question, with the SEC, bring MNZO closer to having its DTC chill lifted?

Also, what makes you think a "larger player" would be interested in MNZO? Ken Manzo can't seriously think he can raise $970,000 by selling MNZO shares for .008!
