Mr. Milner reported that, because the formation of this strategic alliance is imminent, he intentionally allowed the MSHA Mine ID listing to lapse to abandoned status because the ID will be operated in another entity name.

This wasn't an instance of letting a mine ID lapse. The mine was registered as a new mine and the very next day the registration was changed to "abandoned". Paul Norat presented everyone with the image that showed it as a new mine which was an obvious attempt to deceive. The mine ID did not lapse within that 24 hour period. It's not even a good lie.
