Lets not blame NASDAQ - it clearly seems that when Leo declared that he submitted for uplisting on 5th feb - he did not have all paperwork and had not met all the requisites - not even sure if everything is on order now when submitted recently

I checked few examples - 2 of the companies declared reverse splits and got approval for uplisting in 1 week - so if paperwork is in order and pre-requisites are met - Nasdaq approves quickly
