So here's the million dollar fix, why not a thumb print scan, simple and the technology has been around for ever! Plus it's a lot less intrusive. I mean I honestly would be very sceptical about facial recognition databases. As I know they already exist, there are just somethings that feel a bit more intrusive. Heck if you cash a check, pawn something/ or sell in most cases, buy a firearm, go to the dmv, the government already has your prints. In other words asking for my thumb print isn't a big deal anymore....
