If you hire a PI his goal is to find enough evidence to get criminal action going. Failing that, you could take the evidence to an attorney and see if he found it sufficient for a civil case but your PI would have to make sure there were assets that could be reached to make it worthwhile.

It's a sticky mess, but there are a lot of attorneys out there that will just take your money and do nothing if you go for an attorney without any ammo.
