So how does one convert secured debt into common without impacting the total number of outstanding shares?

Paul Riss, the Company’s chief executive officer, said “... we are pleased to say that the remaining convertible secured debt will convert into shares of common stock, without impacting the total number of outstanding shares.

If debt is converted into common there are now more shares then there were prior to conversion..., thus it impacts the total number of outstanding shares.
