VFIN is an institutional investor, what we call Market Makers, they wholesale stocks and can control the price sometimes by just the sheer volume of stocks they have.

They do many things, right now he's been handed shares from the company to trade to retail investors such as us. He's just looking for the best possible price he can dump them on us for.
