Possibly the company wants to file a Form 10 for a new stock registration. However, since the SEC takes an appropriately negative view on delinquent Registrant Issuers that have their registrations revoked it is unlikely any Form 10 (if attempted) would be approved.

It is odd that the company updates their domicile filings just as the SEC Admin Law Judge revoked their stock registration.
