My understanding is that a broker needs to do it (fee involved-not sure what that is exactly). Up until then they can be traded just like the stock. I believe the exercise price was $5.63 per warrant. So, not a steal as far as value in comparison to stock right now, but ability to buy control of a larger number of shares is I guess a value.
