I believe they already have a 10W single core chip running at 900MHz that is based on the K8 core (HP has used it in some special low volume blade products). And of course their Geode NX line is based on the K7 core and runs under 10W.

So it should be possible for them to scale a processor to low power at 65nm, but it's another question whether it will be competitive with Intel parts in the same power envelope. I think they will be hard pressed to get anything dual core down to that level, for example.
