There are only 115 million tradable shares so those shares must be restricted shares if they exist. The fact there seems to be no sellers would indicate if those shares did exist they would have sold some by now. That said they must be restricted if they still exist. Also I have heard that the 71 million have been sold. There is definitely new management in control IMO. The web site makes that very clear to me. SIPC is a low float stock with a revolutionary product that is about to be exposed. Also the new management in charge seems to really want to build a successful company. This move upward started around April 15th. It will be 1 month this week. This is looking like a very strong play. The technical are outstanding.
