If they have not already done the dilution, then they need to word the 10k better. "we implemented the previously authorized amendment to our certificate of incorporation and increased our authorized common stock to one hundred fifty million shares" indicates that they have already increased the share count.

I guess we'll know for sure when the 10-Q comes out (should be soon).
