Key words are "mutually" and "reliably".
It looks to me that TAO has said too much to the taste of TC given the NDA, and that STWA/TC have "corrected" it through this statement. TAO is a scientist who knows what an enormous power reduction is, when he sees it. That could explain Gregg's forced silence.
