Perhaps it was cheaper to outsource the design and manufacturing than to divert resources to what is a very small project for HP. This kind of device is not in the usual product line-up for HP.

It's called "stick to the knitting" (i.e. doing what you do best).

FWIW, I do think it is great that EDIG won the bid from Softeq. If I recall correctly, there were two other companies that also bid, yet EDIG won. Perhaps EDIG should be more aggressively pursing these kinds of outsourcing projects and could become a very successful design and engineering firm.
