I don't interpret that they will merege the whole company with Gansu Yasheng Industrial and be listed in China...

How about the last line?

"...to ensure sustainable growth in operating income and profitability of US Yasheng Group, achieving the goal of listing on main board markets as soon as possible, and create bigger profits for shareholders."

Now, they are not talking about a senior listing in the US. Everyone knows that's a big hurdle. They are talking about achieving a listing through this merger. So that leaves only one option IMO.
