Thats the amount of Empire shares held in trust by a 3rd party as a guarantee for Empires drilling performance.
Its quite ironic SmartWin was the party who failed to perform but no such "guarantee" was taken.

Im sure Empire will get that back in the settlement.

It should go back into the treasury.
Imo, Malcolm should require that any work with SmartWin in the future mandate the same security from them.
