There are many reasons why sites go unremediated. In the late 2000's, many states were broke, and their environmental departments were not funded adequately. Enforcement was lax, and may remain so even a decade later. Another reason sites don't get cleaned up is that owners sometimes can't be found, or fight the cleanup through their attorneys. They could make the case that the leak(s) occurred during previous ownerships. Sometimes property ownership is buried under layers of corporate BS. I don't know how long Shamberg has owned the terminal property, but I suspect it hasn't been that long - he probably picked it up cheap (for obvious reasons).
