String, let me help you a bit regarding your post that the growers do not exist so that no DD can be completed on those growers. I personally know the growers that are waiting for license approval for Huerfano county. Your statement is simply not true and just want to help you understand that fact.

The growers are solid individuals and eager to start operation.
Thank you for a better understanding of what is actually happening rather than conjecture on your part.
