The only reason for the "Small OS/AS" is that they are resultant of the multiple reverse splits which Moore used as cash cows for his own personal survival. Following the last R/S, the stock price collapsed rapidly and those holding shares were trapped. Also, those who bought in during one of the last two or three pumps are also trapped.
