Wow, I would not underestimate this press release. This is the next best thing to actually breaking 1.5V barrier. Even if a small amount of energy has to be applied, there are two application I can think of off the top of my head. First of all water desalination. With the polymer protective coating, you should be able to run salt water through particles, extract the Hydrogen and Oxygen, recombine it in a fuel cell, then use the purified bi-product water from the fuel as drinking water. Depending on how much energy is required, this process might create enough excess energy to sell, or store to run the process at night. Even if it requires some energy to be added, I doubt it would amount to what is used in current systems.
The other is in Diesel fuel production. Just park a full system next to a nuke plant, or underutilized wind farm to provide supplemental power. Then extract the hydrogen and combine it with CO2 in a Fischer-Tropsch process, gas to liquid process (GTL).
