Breakout board is meaningless.

So True. That board serves its purpose by bringing "new eyes" and attention to a stock.
Someone goes to that stock's board, in this case MTVX, and sees that more than 50% of the posts that put it on the board are negative posts.
Then they see a PPS that went from .028 to .0001 (and at times below that!)- Red Flag
Then sees OS from 400-ish mil to 8.2 BILLION! - Red Flag
Then sees that they are LATE in filing and now have a "Yield" sign at the OTC - Red Flag
Does some more DD and sees lots of debt, anemic volume, billions of shares converting, no recent news --- and a smart investor turns the page and the "new eyes" move on.

Very sad, I really thought that a year later we would be in a much different situation.
