I am very surprised Vancouver is suggesting this system for their city. They are aware of the cases in the court system along with the mmpr regulations and the direction HC wants to go. One would think they would wait for the outcome of the court cases before being tied to a new system, which would be something else that would end up going to court depending on the outcome of the existing court cases. The whole thing sounds somewhat fishy to me that they are suggesting this now.

It has been 10 years since I was in Vancouver but even back then people were smoking joints very openly in public, one fellow smoking a fatty while basking in the sun on the stair steps of a Bank. Being from Toronto it was surprising for me to witness how openly people smoked. So I presume with another decade of that sort of environment the general population has become somewhat immune to the concept that it is "illegal". It is somewhat of a cultural phenomenon of the environment they live within, while you can go to the east coast of Canada where you would be arrested for smoking in public. This would make quite the case study for a sociology major, east coast versus west coast.
