It looks as if they ( HazMatID RespondeR RCI ) need to be used together for total accuracy..

Smith Detection’s RespondeR RCI (Raman Chemical
Identifier) is the ideal "complement for verifying" the
identity of an unknown solid or liquid when "used in
conjunction" with the HazMatID.


This is ideal because some compounds and sample types (i.e. mixtures) which are difficult to identify by infrared are easy to identify by Raman and vice versa.

In order to identify the greatest number of chemicals with the greatest accuracy, both infrared and Raman can be used.
