Seems to be the case.

It was important to grant the CEO and BOD large chunks of shares for what purpose? Large accumulation in October of a dying company? All highly illogical.

I think it is most logical to remove the technology and opportunity from the baggage of the CEO and mismanagement of SVFC. Spin out the research entity with fresh funding and leadership to advance the INDs and technology and go after grant money. Distribute equity to stakeholders. That would be a healthy company to watch.
