I know what you mean about them "getting their ducks in a row" so to speak. But in this case, perhaps it's more akin to setting up dominos. They are getting things positioned just right so that when they finally do pull the trigger, it unleashes a beautiful cascade of positive events for CTIX shareholders.

The PR was basically a signal that some strong news on the way in the near future, but not quite ready to be released just yet.
