Yes, the ShortVolumes are reported daily to FINRA. The explanation you gave is correct in very liquid markets. The reality is some Stocks that are traded in wide spreads or thinly traded are sometimes not that easy for the MM to offset. Example FCGD is sold Short early in the day by MM for (.0003) but FCGD quickly trades to (.0005) and higher. The ShortVolumes are reported daily to FINRA for market transparency if they were of no value they would not be required to report the values.
